The development of the two-year multidiscipline Master Program will start with a series of meetings of EU-HEIs that will use as base the reports generated in WP1. The academic staff will establish the outline of the course and the methodology used which will be either new or modified accordingly to the needs. It will be based on best practices’ transfer from EU- HEIs in close collaboration with our south-Mediterranean partners. A second step in the development phase, the course will be tailored to the needs of each partner country. Each course will be conducted in two forms: on-the-campus and online. Therefore, it will include two sorts of educational material: the relevant material for studying on-the campus the Master as well as the distance learning material. To promote digital online teaching method, a virtual learning environment will be developed and an e-tutor’s guide.

Modules

1) Introduction to Democratic Governance and Human Rights
This module is the common starting point for a big majority of the masters’ programs analyzed in both EU and MENA countries. In most cases is presented as an introductory module to set common standards for the understanding of the concept of human rights and its variety of interpretations.
Objectives of the module:
• Introducing the concept of human rights and its evolution, bearing in mind the diversity of currents of thought and social and political movements that contribute to articulate the idea of human rights.
• Learning the history of human rights and the processes and situations in which they are violated. Relate human rights to conditions, media and historical situations in which they originated and carried out, in order to build a historical foundation of the concept.
• Discussing about good governance principles (such as accountability, transparency and participation) in relation to fundamental civil, political, economic, social and cultural rights.

2) Human Rights Standards and Principles and their practical application
This module focuses on deepen the understanding of human rights standards and principles and their practical application.
Objectives of the module:
• Identifying international, national and local institutions and the control mechanisms that are relevant to the practical implementation of human rights.
• Understanding current challenges surrounding political and religious freedoms, the jurisdiction of the International Criminal Court, privacy and data protection, and social human rights.
• Learning about human rights for specific collectives (women, children, persons with disabilities, and migrants) according to international, regional and national legislation.

3) Contemporary challenges of good governance and human rights protection of specific groups
This module delves into current human rights challenges posed by global trends and the impact of non-state actors such as companies and international financial institutions.
Objectives of the module:
• Analyzing global challenges and current developments between economy and human rights as well as impacts of multinational companies and international financial institutions on human rights.
• Understanding how developments in the area of digitalisation are affecting human rights and governance.

4) International, regional and local human rights regimes and their implementation
This module provides an overview of institutions, procedures and themes associated with the international protection of human rights.
Objectives of the module:
• Identifying institutions, procedures and themes associated with the international protection of human rights.
• Learning how to monitor and report about critical human rights at international, regional and national level.
• Understanding the interrelationships between international, regional and national histories, philosophies, policies and practices of human rights law.

5) Research, communication and decision-making skills
This module shows a wide range of problem-solving approaches and creativity techniques, which allow to develop innovative responses to issues of governance and human rights.
Objectives of the module:
• Introducing research tools and techniques oriented to develop a research project in the field of governance and human rights.
• Developing social and communication skills to facilitate conflict resolution, through dialogue processes and the joint search for just solutions to social problems.
• Learning how to assess programs and projects in the fields of governance and human rights.

6) Project Design and Development: implementation of governance and human rights strategies in a range of different types of organization
This module is focused on the skills required to develop programs and projects in the field of governance and human rights.
Objectives of the module:
• Introducing project management principles, methodologies and tools, with a special focus on how to plan and manage projects in the area of human rights.
• Learning how to design and implement fundraising campaigns in the area of human rights.

7) Social change: social media and its impact
This module provides with basic principles and knowledge about strategic communication, as well as specific tools for managing communication and raising awareness campaigns in accordance to good governance and human rights principles.
Objectives of the module:
• Introducing the basic principles of strategic communication and learning how to develop communication strategies aiming at raising awareness on human rights issues.
• Understanding the potential of social media as a channel to boost the visibility of a campaign, encourage participation and increase levels of support from target audiences.
